IOU tokens - also known as promissory notes, are tokens representing the promise of the underlying asset. Basically when an exchanges launches an IOU counterpart of a token, they are promising that when the token do eventually gets launched, holders of the IOU token will be able to swap out the IOU with the real thing on a 1:1 ratio.
